Why it happens
You attempt to resubmit a previously rejected manuscript, but the submission has been withdrawn in the editorial system,for example, ScholarOne.
To resolve
Coordinate with journal's editorial office as to how you can resubmit.
For example, the editorial office may advise that you start a new
submission in Research Exchange, as there is no further action
you can take on a manuscript that has been withdrawn in the editorial
system.
